Smart Construction Pilot Web Update (5.15.0)

1. Added LN3 as a target file when Project File Registration

When Project File Registration, LN3 files can now be uploaded and converted to a project as linework.

2. User Restrictions on Calibration data Edit

The editability of the calibration function is now restricted according to the user's authority.
Editable　→　SuperAdmin，Admin，Manager
Display only　→　Staff

Editable	Display only
